Chen Xingjia is a Master's degree in Management from Tsinghua University and a visiting scholar at the Department of Economics at the University of Chicago in the United States. Formerly served as the Mayor of Yidu City People's Government in Hubei Province and the Secretary of Badong County Party Committee in Hubei Province. As the former National Excellent County Party Secretary, Chen Xingjia resigned from public office after his term of office expired and he was promoted at the end of 2016. He devoted the second half of his life to public welfare. In May 2017, we initiated the establishment of Shenzhen Henghui Children's Public Welfare Foundation (renamed Shenzhen Henghui Public Welfare Foundation in 2020), serving as the chairman of the board, as well as serving as a researcher at Shenzhen International Institute of Public Welfare, a member of the Party Committee of the Shenzhen Federation of Social Organizations, and a professor at the Shenzhen Special Zone School of Social Work. He led the collaboration with other public welfare and academic institutions to launch the "United Love Project" public welfare project. Through the "Comprehensive Control of Children's Cancer" public welfare social practice in Heyuan, Guangdong, he explored regular solutions to the social problem of poverty caused by illness, which was widely praised by the local government, children and their families, and achieved good social effects. In 2020, he led the Henghui Public Welfare Foundation and the Shenzhen Foundation Development Promotion Association to actively fight against the COVID-19, support the front line and help vulnerable groups, and launched the "salary transmission plan" public welfare project, committed to establishing a social support system for the growth of children of families who sacrificed heroes in the fight against the epidemic.

 As one of the “One Hundred Outstanding County CPC General-Secretary” awarded by President XI Jinping, Mr. CHEN Xingjia resigned from political career at the end of his term of service, despite of his promotion, and dedicated himself to China’s philanthropic sector at the end of 2016. In 2017，with the goal of exploring the establishment of a social support system for vulnerable groups who have made special contributions to society, and promoting the value of public welfare in the social governance system, Mr. CHEN Xingjia founded the Shenzhen Henghui Charity Foundation. He dedicated himself to addressing four social issues: charity innovation, assistance for treating major diseases,  youth educational support and mental health care. In August 2017, Mr. CHEN Xingjia led the launch of a charity program, the "United Love Program". The program innovated a comprehensive and integrated model that focuses on major disease prevention and control, centered on four aspects - cost reimbursement, family care for patients, medical capacity enhancement, and drug policy improvement. From January 23 2020, he has been leading the Henghui Charity Foundation and the Shenzhen Foundation Center to support the frontline hospitals, health workers and volunteers responding to COVID-19 coronavirus outbreak. He also initiated the “Hero’s Legacy Program” that aims to provide long-term care for children of fallen frontline workers. Mr. CHEN was awarded as Top 10 Role Models in Chinese Philanthropic Sector  in 2018;  won the national champion of China Beijing TV Station’s program—— I am Speaker in 2019; awarded as one of the 10 Role Models in China’s Philanthropic Sector in 2018; awardes The 18th Annual 2023 Love Award.
